Bump access bookkeeping, gated by a 900-second per-path cooldown.

## 2. Arguments

| `path` | yes | A memory path. Repeat the argument for more. |

## 3. Flags

| `--signal` | string | `neutral` | `positive`, `negative`, `neutral` | `neutral` bumps access without claiming the memory was right. |

## 4. Response

On success the command writes one JSON envelope to stdout, and its `type` is `memory.reinforced`.

On failure it writes the failure envelope, whose `code` comes from [error codes](/reference/error-codes/).
